Yes. Prozorro, Ukraine's public e-procurement system, lowered prices through its mandatory eAuctions, and the live auction rounds add savings on their own.
Every open tender with two or more bids ends in a live, three-round reverse auction. When Ukraine replaced those rounds with a single sealed "blind" bid in early 2023, savings against buyers' estimates fell from 8.03% to 6.83%, according to Transparency International Ukraine.
The gains are strongest where the auction is well prepared: qualified suppliers, enough bidders and a clear award rule.
Key takeaways
- Mandatory since 2016: above-threshold public tenders in Ukraine go through Prozorro.
- Auction by default: an open tender with two or more bids ends in three live rounds.
- Live rounds add savings: savings fell from 8.03% to 6.83% when the rounds were paused in early 2023.
- Lower prices, confirmed by research: final prices were 3.5–5.8% lower relative to estimates.
- Competition multiplies the effect: every extra qualified bidder makes the live rounds work harder.
What is Prozorro, and when is an eAuction mandatory?

Prozorro is the online system through which Ukrainian public bodies buy goods, services and works. Its name means "transparent", and every tender, bid and contract is public.
Under the Law "On Public Procurement" of 2015, all above-threshold tenders had to run through Prozorro from 1 August 2016. The thresholds were UAH 200,000 (about €3,900) for goods and services and UAH 1.5 million (about €29,600) for works.
The auction is not a separate choice. In an open tender, it runs automatically once at least two bids arrive. With a single bid, there is no auction.
The scale is large. In 2023, buyers announced 400,000 competitive procurements with an expected value of UAH 622 billion (about €12.3 billion), according to Ukraine's Ministry of Economy. The system was rated first in the public sector category of the 2016 World Procurement Awards.
Euro amounts are approximate, converted at exchange rates of 30 October 2026.
How does a Prozorro auction work?
A Prozorro auction is a scheduled, anonymous, three-round reverse auction. The auction module works like this:
- It starts on its own. The date and time are set in advance, after the bid deadline.
- Bidders stay anonymous. No one sees how many rivals there are, or who they are.
- Three rounds, same rules. In each round, bidders take turns from the highest price to the lowest.
- Two minutes per turn. Each bidder can cut its price or keep it. The lowest opening bidder moves last.
- Ranking at the end. Bids are ranked by final price once round three closes.
After the auction, the buyer reviews the best-ranked bid, according to BDO Ukraine's 2026 guide to tenders. If it does not meet the requirements, the review moves to the next bidder.

Did Prozorro's mandatory auctions lower prices?
Yes. Official figures, independent research and a before-and-after comparison all point the same way.
Official savings. For 2023, the Ministry of Economy reported UAH 42 billion (about €830 million) saved on competitive procurement. Prozorro measures savings against the buyer's expected value, so independent studies help confirm the effect.
Independent research. A Center for Global Development working paper (Kovalchuk, Kenny and Snyder, 2019) found final prices 3.5–5.8% lower relative to estimates. A Kyiv School of Economics brief (2022) compared 40 common goods and found tender prices more than 5% below non-competitive purchases.
The natural experiment. In January 2023, live rounds were replaced by a one-shot "blind" auction, and later restored. Transparency International Ukraine compared the two periods:
- 19 October – 31 December 2022, live rounds: 8.03% saved, UAH 7.63 billion (about €151 million).
- 3 January – 1 April 2023, blind bids: 6.83% saved, UAH 6.06 billion (about €120 million).
That 1.2-point gap is the clearest sign that the live rounds themselves add value, on top of the tender.

What makes Prozorro's auctions deliver more savings?
Competition. A live auction needs at least two bidders, and its effect grows as more qualified suppliers take part.
That is where Prozorro's biggest opportunity lies. In 2025, the average lot drew 1.9 bidders, and 39.15% of competitive procurements drew two or more bids. Every tender that attracts a second qualified supplier becomes an auction, with the savings that come with it.
What changes with Ukraine's new procurement law?
The Verkhovna Rada adopted a new Law "On Public Procurement" on 27 May 2026 (Law No. 4888-IX), and the President signed it on 23 June 2026. It aligns Ukrainian rules with EU Directive 2014/24/EU and applies nine months after publication, in 2027.
The law sets clearer rules for splitting large contracts into lots, allows alternative tender offers and updates framework agreements, according to sud.ua. Prozorro remains the platform.
What can other buyers learn from Prozorro?
- Use live rounds. Ukraine's 2023 comparison suggests about a percentage point of extra savings came from the live format itself.
- Qualify suppliers before the event. Prozorro reviews the winning bid after the auction. CROWN runs qualification first, and asks suppliers for an opening bid, so every bidder in the live event can win.
- Bring in enough bidders. The more qualified suppliers compete, the more the live rounds deliver. See how to detect a lack of competitive tension.
- Measure against a real baseline. Compare the result with the last price paid or a market benchmark, as in a post-eAuction analysis.
The bottom line
Prozorro shows that eAuctions lower prices at national scale, and that live rounds add savings on top of a standard tender. The more qualified suppliers compete, the more the auction delivers.
The CROWN eAuction platform runs live multi-round reverse auctions, with supplier qualification before the event and a published award formula. Book a demo to see how it works.
FAQ
What is Prozorro in Ukraine?
Ukraine's public e-procurement system. Since 1 August 2016, all above-threshold public tenders have gone through it, and all tenders, bids and contracts are public.
What does Prozorro mean?
It comes from the Ukrainian word for "transparent". The name reflects the system's open data on every procurement.
How does a Prozorro auction work?
Bidders submit an opening price, then cut it over three anonymous live rounds, taking turns with two minutes each. Bids are ranked by final price, and the buyer then checks the best-ranked bid.
What is a blind auction on Prozorro?
A one-shot format in which each bidder submits a single sealed price, with no live rounds. Ukraine used it briefly in early 2023 before restoring the three-round auction.
Can foreign companies bid on Prozorro?
Yes. They register through one of the accredited electronic platforms, and documents must be in Ukrainian or translated, according to BDO Ukraine.
Did Prozorro lower prices?
Yes. A 2019 study found final prices 3.5–5.8% lower relative to estimates. When live rounds were paused in early 2023, savings fell from 8.03% to 6.83%, which shows the auction itself adds value.
